The format of the topic paper MUST include the following headings and subheadings:
1. Summary: A brief summary of the issue you are targeting (no more than one page).

How did this become a public administration “puzzle?”
2. Analysis: An explanation of the following:
Why do you think this issue is significant in public administration today?
Who are the key stakeholders?
What are the competing interests at work?
What challenges do you see in solving this public administration “puzzle?”
3. Recommendation: A recommendation based on your research, experience, and perspective that you developed in assessing this “puzzle;” what, ultimately, should be done in practice to help solve this puzzle. Your recommendation should be justified and supported by outside resources.
4. Questions: In this section, of the term paper a series of questions about the main points must be developed with the purpose of having the class respond and supplement the lecture. Connecting previous course topics and/or relevant current events or practical examples are some strategies for encouraging participation.
