· How does the policy provide aid or benefits to the poor? Does it transfer cash, provide a certain service, etc.

· What are the program’s goals? How well does it accomplish those goals?

· How is eligibility for the program determined? What conditions may exclude a participant?

· Which level of government administers the policy? Which agency? If people apply to receive benefits, how do they do so?

· How much does the program cost annually? How is it paid for? Are costs increasing, decreasing or staying the same?
