“Following decades of increasing crime during the 1960s, ‘70s and ’80s, U.S. homicide rates declined by almost 40% throughout the 1990s, and have remained low since” (Testa & Santos, 2019). Our world has changed significantly since then, especially with the outbreak of the COVID-19 pandemic. Some changes that have impacted the trend include: Mental health issues, policing strategies due to technological advancements, and developmental programs to reduce youth homicides.
The social pandemic had a negative impact on many individuals’ mental health, as they were unable to socialize or interact with loved ones. As a result, their mental health deteriorated due to tragic events which led to anxiety and depression. “Financial hardship, job loss, or desperation were all factors that increased the likelihood of criminal behavior” (World Health Organization, 2022). . According to the World Health Organization, during the first year of the COVID-19 pandemic, the global prevalence of depression and anxiety increased by 25%. (World Health Organization, 2022).
Furthermore, Technological advancements in the criminal justice system, such as surveillance systems, face recognition systems and DNA analysis, have improved crime prevention and detection (JWU, 2023). To help identify the suspect, police departments are now using video surveillance systems and facial recognition technology (JWU, 2023). In addition, during the COVID-19 pandemic, numerous courts employed technology to hold online hearings when it was unsafe to do so in person. Even when things have returned to normal, some courts continue to use virtual sessions to better accommodate schedules (JWU, 2023). Furthermore, many court systems now rely on electronic filing systems and digital document management, making it much easier for documents to be shared and retrieved. These advancements in the criminal justice system have made the jobs of police officers and other members of law enforcement safer and more productive (JWU, 2023).
Finally, investments in education and youth development have been demonstrated to lower crime, particularly homicide, making it the third leading cause of death for people aged 15 to 29 (World Health Organization, 2023). Between 2000–2019, rates of youth homicide decreased in most countries. “To prevent youth crimes, it is critical to reduce income inequality, expand economic mobility, enhance access to education, social security, and job opportunities” (World Health Organization, 2023) . The World Health Organization and its partners are working to reduce youth violence by raising awareness of the issue, strengthening school based violence prevention programs, advocating for the integration of evidence based prevention strategies to prevent youth violence and collaborating with agencies organizations to prevent youth violence globally (World Health Organization, 2023).
To conclude, the prevalence of mental health disorders has been linked to homicide rates, and technology advancements have assisted law enforcement in their search for suspects. Additionally, research has shown that investments in youth development and education can reduce the risk of homicide among youths.

However, our world has changed dramatically since then, particularly with the onset of the COVID-19 pandemic. These changes raise questions about how homicide trends may have been influenced in more recent years.
One major factor that could impact homicide rates is the pandemic’s effect on mental health and economic stability. The pandemic brought about isolation, job losses, and heightened stress, all of which are risk factors for violence. Additionally, the lockdowns and social distancing measures may have reduced opportunities for public violence but increased the potential for domestic violence, which could influence homicide rates. While official data is still being gathered, early reports suggest that while public homicides may have decreased, intimate partner homicides saw an increase during lockdowns. This shift highlights the complex relationship between societal disruptions and violence trends.
Another key factor is the evolving role of technology in both preventing and facilitating crime. Advances in surveillance technology, improved law enforcement coordination through data sharing, and predictive policing could contribute to declining homicide rates. However, the rise of cybercrime and the use of the internet to facilitate violence, such as the planning of violent acts online, could complicate these trends.
Lastly, global political shifts and increasing societal polarization may have a role to play. Increased political instability or unrest could lead to localized spikes in violence, while overall social cohesion and trust may decline, factors known to influence crime rates.
In Canada specifically, the changing dynamics around substance use and mental health services are also key to consider. The opioid crisis, exacerbated during the pandemic, might contribute to homicides linked to drug-related activity. At the same time, expanded mental health services and support networks may help mitigate the long-term impact of economic and psychological strain.
As we move forward, it will be important to monitor these evolving trends and explore how different societal factors interplay with homicide rates. How might emerging technologies in law enforcement impact future homicide trends? Could increased global collaboration and data sharing further drive these rates down, or will new challenges such as cybercrime present fresh obstacles?
