1. In the initial introduction before starting to move into the presentation of the primary source, define the overall health of the South in terms of economy and politics at the end of the American Civil War and when the author is making the general report regarding the region. In the statement of thesis define the overall purpose of the report and why the author is seemingly looking at slavery, questions of amnesty, and the continuing plantation system that exists in the South. Remember to stay within the historical context of Reconstruction, do not move out of that time period. Have a clear transition into the next major point of discussion.(Secondary source)

2. Do white Southerners have adivided opinion over freedmen and women, the author sees how the white Southerners view former slaves? Is this population now safe that the war is over? Does the federal army need to come to the South to protect the former slave population or is the daunting task of racial Reconstruction possible? Are there are specific examples within the source of insurrection against the Union that the author has seen? Does he see any clear indication all Southerners that he encounters have accepted the new reality of slavery? (primary source)

3. What are the wider issues that the author also presents? He presents a real concern over former slaves and the reality of free labor. Do former slaves in white Southern views understand contracts?
